We shouldn't require bash just to run this simple script, especially as opkg is
designed for embedded systems.

This new script current just checks for the old 'lists_dir' syntax in a config
file and replaces it with the new syntax. In future it may do more.
Including this script in the v0.2.3 release will allow users to fix their config
files before the v0.3.0 release.
