2018-05-01python-cinder: uprev to latest stable/pikeMark Asselstine
Requires the introduction of python-oauth2client and python-google-api-python-client packages/recipes. As with other openstack component uprev's we move some of the initialization from the first run scripts to the cinder-init.service which is run on first boot. This allows for someone to disable the default configuration by not including the cinder-init package in their image. The original commit had a mistake in it giving the impression 3.20.0 was on the stable/pike branch when in fact it was not. This requires several new recipes and package uprevs (python-tooz, python-os-brick, python-pypowervm, python-networkx, python-microversion-parse, python-os-win, python-os-vif, and python-os-traits). Along with updates to make things work with systemd.
