This library now ships a pkgconfig file but $base_libdir isn't in the
search path, so can't be used.
As the base_libdir/libdir split is pretty meaningless these days, simply
stop installing into base_libdir. This was added to silence warnings
from pcmciautils[1] but PCMCIA isn't really a thing anymore so this
shouldn't be a problem.

license identifiers
An automated conversion using scripts/contrib/convert-spdx-licenses.py to
convert to use the standard SPDX license identifiers. Two recipes in meta-selftest
were not converted as they're that way specifically for testing. A change in
linux-firmware was also skipped and may need a more manual tweak.

scripts/contrib/convert-overrides.py <oe-core directory>
converting the metadata to use ":" as the override character instead of "_".

22af6a2595dbec98ce4a2e3b1324ad8d400390ad removed the PACKAGES
setting, but left the FILES-assignments of libsysfs-dev and -staticdev.
As these have no use anymore they can be safely removed

Updates SUMMARY[doc] (meta/conf/documentation.conf).
Changes:
- rename DESCRIPTION with length < 80 to (non present tag) SUMMARY
- drop final point character at the end of SUMMARY string
- remove trailing whitespace of SUMMARY line

Fix the warning form pcmciautils building:
"WARNING: QA Issue: pcmciautils: /sbin/pccardctl, installed in the
base_prefix, requires a shared library under exec_prefix (/usr):
libsysfs.so.2 => /usr/lib/libsysfs.so.2"
Just refer to Debian/Ubuntu distributions, install sysfsutils libs
to "/lib*" instead of "/usr/lib*".
