All targets are being aligned on the same mesa and llvm
versions so move configurations to the common layer.
This upgrades llvm to v7 and mesa to 19.0.0 for all
platforms.

Now at patch 0002-llvm-allow-env-override-of-exe-path.patch

Some of the context lines in patches were ignored. This can lead to incorrectly applied patches.
...
We don't need to update the SRC_URI because the patch file is
already added through the main recipe and we simply force our
patch file as our layer has a higher prio.

This fixes

/usr/lib64/llvm7/.debug/TestPlugin.so
Please set FILES such that these items are packaged. Alternatively if they are unneeded, avoid installing them or delete them within do_install.
