The platform was deprecated in commit 6a5e69c7ddea ("ARM: s3c: mark
as deprecated and schedule removal") and can be removed. This includes
all files that are exclusively for s3c24xx and not shared with s3c64xx,
as well as the glue logic in Kconfig and the maintainer file entries.

After merging spdx tree for linux-next testing, Stephen Rothwell reported
htmldocs warning:
Documentation/arm/samsung-s3c24xx/cpufreq.rst:2: WARNING: Explicit markup ends without a blank line; unexpected unindent.
It is due to missing blank line separator between SPDX directive and
page title.
Add the blank line to fix the warning.

has been chosen to replace the boilerplate/reference.

Documentation references Samsung S3C24xx and S3C64xx machine files in
multiple places but the files were traveling around the kernel multiple
times.

It seems a UTF-8 byte order mark (the least useful kind of BOM...) snuck
into the file and broke Sphinx's detection of the title line.
Besides making arm/samsung-s3c24xx/index.html look a little better, this
patch also confines the non-index pages in arm/samsung-s3c24xx to their
own table of contents.

Converts ARM the text files to ReST, preparing them to be an
architecture book.
The conversion is actually:
- add blank lines and identation in order to identify paragraphs;
- fix tables markups;
- add some lists markups;
- mark literal blocks;
- adjust title markups.
At its new index.rst, let's add a :orphan: while this is not linked to
the main index.rst file, in order to avoid build warnings.
