There are lots of documents under Documentation/*.txt and a few other
orphan documents elsehwere that belong to the driver-API book.
Move them to their right place.

Each text file under Documentation follows a different
format. Some doesn't even have titles!
Change its representation to follow the adopted standard,
using ReST markups for it to be parseable by Sphinx:
- adjust document title;
- use the copyright markup.

The existing Documentation/SM501.txt gives no clue what the chip is or does,
so copy the description from Kconfig help text.
