meta-zephyr-core/bsp: Restructure into sublayers
This commit restructures meta-zephyr into meta-zephyr-core and meta-zephyr-bsp. It moves machine definitions into meta-zephyr-bsp in preparation for adding the autogenerated zephyr machines.
