Objective:
  - To fully automate the closing and setup activities for Testopia
  - Add new functions (create testplan, check if
  testplan/testrun exist before creation)
  - Move configuration related information to config file
  - Add unittest for core functions

  - testopiastrategyrunner.py is the main program
  - Execute testopiastrategyrunner.py --help to get
  the information needed for execution
