ffmpeg version upstream has moved on to 3.4.2 which
is better than what we have at the moment so simply
switch.

Updated mpv to v0.24.0 and ffmpeg to v3.2.2 for v1000 to fix
audio/video desynchronization message that is displayed when
trying to deinterlace/denoise an H264 Video through VDPAU.

This is required for testing VAAPI through ffmpeg. Provides
encoding/decoding support for ffmpeg through VAAPI.
