It's good to have SPDX identifiers in all files to make it easier to
audit the kernel tree for correct licenses.
Update the drivers/staging/lustre files files with the correct SPDX
license identifier based on the license text in the file itself. The
SPDX identifier is a legally binding shorthand, which can be used
instead of the full boiler plate text.
This work is based on a script and data from Thomas Gleixner, Philippe
Ombredanne, and Kate Stewart.

The __[u|s]* types are for UAPI headers or user
space. They shouldn't be used in core kernel code.

If normal IO got short read/write, we'd restart the IO from where
we've accomplished until we meet EOF or error happens.

Move checks for FAILED, DESTROYED flags under ldlm spinlock,
destroy flock atomically with the check it is not destroyed yet.
Do not put the granted flock into the resource if this is
UNLOCK, TEST, or DEADLOCK'ed flock.
Later a regression for this patch was reported under LU-7626.
The refcount nonzero (1) after lock cleanup errors was reported.
The reason is that the case LCK_NL was not handled for obdecho.
Patch 17791 resolved this issue which has been combined into
this upstream patch.

The "Please contact Oracle Corporation" lines are removed since not
only Oracle has nothing to do with Lustre anymore, there's a pointer
to GPL already that's independent of any particular company.

Add the macro CFS_FAULT_CHECK() which behaves like CFS_FAIL_CHECK()
except that any site may be matched by setting CFS_FAULT (0x02000000)
in cfs_fail_loc. Add cfs_fail_err for use as a return value with
CFS_FAULT_CHECK().

The lustre file system has a layered architecture with
libcfs as the lowest layer and LNet layered on top. Then
on top of LNet we run the lustre client. This patch moves
the libcfs module code out of lustre into the lnet tree.
This fits into the long term goal of eventually merging
libcfs into LNet.
