`ni6501_alloc_usb_buffers()` is called from `ni6501_auto_attach()` to
allocate RX and TX buffers for USB transfers. It allocates
`devpriv->usb_rx_buf` followed by `devpriv->usb_tx_buf`. If the
allocation of `devpriv->usb_tx_buf` fails, it frees
`devpriv->usb_rx_buf`, leaving the pointer set dangling, and returns an
error. Later, `ni6501_detach()` will be called from the core comedi
module code to clean up. `ni6501_detach()` also frees both
`devpriv->usb_rx_buf` and `devpriv->usb_tx_buf`, but
`devpriv->usb_rx_buf` may have already beed freed, leading to a
double-free error. Fix it bu removing the call to
`kfree(devpriv->usb_rx_buf)` from `ni6501_alloc_usb_buffers()`, relying
on `ni6501_detach()` to free the memory.

If `ni6501_auto_attach()` returns an error, the core comedi module code
will call `ni6501_detach()` to clean up. If `ni6501_auto_attach()`
successfully allocated the comedi device private data, `ni6501_detach()`
assumes that a `struct mutex mut` contained in the private data has been
initialized and uses it. Unfortunately, there are a couple of places
where `ni6501_auto_attach()` can return an error after allocating the
device private data but before initializing the mutex, so this
assumption is invalid. Fix it by initializing the mutex just after
allocating the private data in `ni6501_auto_attach()` before any other
errors can be retturned. Also move the call to `usb_set_intfdata()`
just to keep the code a bit neater (either position for the call is
fine).
I believe this was the cause of the following syzbot crash report

Now that the SPDX tag is in all comedi files, that identifies the
license in a specific and legally-defined manner. So the extra GPL text
wording can be removed as it is no longer needed at all.
This is done on a quest to remove the 700+ different ways that files in
the kernel describe the GPL license text. And there's unneeded stuff
like the address (sometimes incorrect) for the FSF which is never
needed.
No copyright headers or other non-license-description text was removed.

It's good to have SPDX identifiers in all files to make it easier to
audit the kernel tree for correct licenses.
Update the drivers/staging/comedi files files with the correct SPDX
license identifier based on the license text in the file itself. The
SPDX identifier is a legally binding shorthand, which can be used
instead of the full boiler plate text.
This work is based on a script and data from Thomas Gleixner, Philippe
Ombredanne, and Kate Stewart.

Replace binary semaphore with mutex because mutex gives better
performance.
This change is safe because the thread that decrements the value of semaphore
is also the one that increments it, and acts like a mutex where owner of the
lock is the only one that can release the lock.

Coverity reports a possible Out-of-bounds access (ARRAY_VS_SINGLETON)
with the 'const u8 *port' parameter passed to ni6501_port_command().
This param is an actual array for the SET_PORT_DIR operation, called
by ni6501_dio_insn_config(). But for the WRITE_PORT and READ_PORT
operations, called by ni6501_dio_insn_bits(), it is just the address
of an u8 local variable.
Fix the coverity issue by changing the parameter to an unsigned int
and pass the raw values from ni6501_dio_insn_config() and
ni6501_dio_insn_bits(). ni6501_port_command() then handles the masking
and shifting needed to load the value into the u8 transmit buffer.
For consistency, change the access of the 'bitmap' parameter from an
array access to a pointer operation.

As indicated in the comedi.h uapi header, SDF_WRITEABLE was a spelling
error in the API, SDF_WRITABLE is prefered.
For aesthetics, replace all the SDF_WRITEABLE uses with SDF_WRITABLE.

Enable support for the National Instruments USB-6501 module.
The NI USB-6501 is a Full-Speed USB 2.0 (12 Mbit/s) device that
provides 24 digital I/O lines channels and one 32-bit counter.
