Drop references to config_ide, since the driver has been removed

ide: remove the legacy ide driver
The legay ide driver has been replace with libata starting in 2003 and has
been scheduled for removal for a while. Finally kill it off so that we
can start cleaning up various bits of cruft it forced on the block layer.

Use the vfat feature instead of directly configuring it.
The vfat feature also now includes enabling the NLS defaults for
VFAT_FS, so remove them here.

Several BSPs duplicated the boot-live fragment in their BSP
specific config. Remove the duplication and add CONFIG_RD_GZIP
and CONFIG_BLK_DEV_SR to the boot-live fragment.

Adding CONFIG_ISO9660_FS=y in boot-live.cfg to enable live booting.
Move boot-live.cfg from bsp/atom-pc to cfg/ and add boot-live.scc.
