Board support layer for Meson

This layer currently provides support for the Overo series COMs 
produced my gumstix, available here:

The majority of this metadata is derived from the official meta-gumstix layer 
available on github (git://github.com/gumstix/meta-gumstix.git). The key
difference is that this layer does not include any dependencies external
to poky.
