This converts the layer to the new override syntax. This was done using
<oe-core>/scripts/contrib/convert-overrides.py <this-layer>
with no manual fixes.

The configure script uses pkg-config and falls back to disabling
features that were enabled in EXTRA_OECONF if pkg-config isn't found.
This corresponds to commit 50368960cd in OE-Core.
